Paden City Seeks Cleanup Project Manager

REQUEST FOR PROPOSALS

The Paden City Development Authority (PCDA) is seeking proposals from qualified firms for: 

INDUSTRIAL PROPERTY EPA CLEANUP & REMEDIATION PROJECT

            Summary purpose of the Cleanup & Remediation project: To provide the PCDA with engineering and remediation expertise in order to adequately administer an Environmental Protection Agency (EPA) Brownfield Cleanup Grant. The PCDA seeks to hire a Licensed Remediation Specialist (LRS) to lead the site through the West Virginia Voluntary Remediation Program (VRP). Consultant tasks will include preparing the application to the VRP, as well as associated program assessments and finally, plans and specifications to clean up the site for its intended purpose. The LRS will also assist in reuse planning and completing EPA Cleanup Grant related deliverables. The chosen firm will be used for planning, bidding and construction administration.

Site Background: The Paden City Industrial Park occupies approximately 8.6 acres and is within the city limits of Paden City. The site is located at 330 South First Avenue, Paden City, WV, 26159 in Tyler County.  

History: The Paden City Industrial Park once housed the Paden City Pottery (1912-1956) and most recently Corning Glass Works (1961-1991). Waste discarded on the site contaminated the soil with compounds used in the manufacturing and glazing processes, including metals, heavy metals and other organic chemicals. The Paden City Development Authority purchased the property in 2000 and it has been used for light manufacturing and warehouse activities during this time.

Phase I and Phase II Environmental Site Assessments were conducted in 2019.

Proposals must be received by 4 p.m. on July 28, 2021. No allowance will be made for postmark or error in delivery to incorrect address.

Proposals shall be prepared at the firm’s own expense and become property of Paden City Development Authority and public record.  Submit one copy in a PDF via email to luke.peters@movrc.org and four (4) hardcopies of the proposal delivered to:

Procurement of these services shall be in conformity with the applicable laws and regulations of the State of West Virginia and any applicable federal agencies. Contract is to be awarded on a lump sum basis. All consultants interested in being considered for this project should submit a brief proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. Accordingly, technical qualifications and related prior experience will be weighted heavily. Selected respondents will be interviewed.

Attention is directed to the fact that the proposed project is undertaken through the U.S. Department of Environmental Protection and that all work will be performed in accordance with the regulations issued by that agency and the State of West Virginia pertaining hereto.

The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Conflict of Interest Statement and Access to Records provisions. Alternative Federal and State funding requirements may also apply.
